Juturna was founded by Principal Luke Fraser. Luke has postgraduate qualifications from the University of Melbourne in Russian and postgraduate business, economics and management qualifications from UNSW Business School. He has been appointed by government leaders to national reform efforts such as the Council of Australian Governments National Road Reform program.
For over 20 years Luke has worked at a senior level across transport, water, agriculture and regional development sectors, first in the Commonwealth government, then as a national industry CEO within Australia’s transport sector and latterly as an infrastructure advisor and regional investment and reform specialist with Juturna. He is based in Geelong, regional Victoria, an hour from Melbourne.
Juturna draws on bespoke contributions from a number of associates across Australia and the UK as each project requires. This includes London-based infrastructure finance and major project origination skills, as well as internationally-recognised revenue model builders for major infrastructure projects and economists in water, transport and regional development, leading engineers across these same fields as well as former heads of economic policy and infrastructure development for the Australian government.
All Juturna’s projects are subject to auspicing before being finalised, drawing on an extensive network of eminent parties in public policy and market investment design, including several former heads of Australian Departments of Prime Minister and Cabinet, Infrastructure Australia and leading scientists.
